The Government of the State of Ceará, through the Ceará Information and Communication Technology Company (ETICE), expanded the State Critical Digital Radio Communication System of the Secretariat of Public Security and Social Defense (SSPDS) and its related agencies. This expansion included the delivery of over 3,500 new radios and the installation of 30 additional towers, utilizing Teltronic’s technology. The network now covers 100% of the 184 municipalities, making Ceará a pioneer in implementing a digital and trunked radio communication system for all its municipalities and integrating 100% of the linked forces into a single network.
During the delivery ceremony held on the 25th, Governor Elmano de Freitas emphasized the importance of this investment in ensuring agile and efficient communication between patrol cars, police stations, and operational bases. “This investment is fundamental for our security forces to act more quickly and efficiently, ensuring peace and tranquility for the people of Ceará,” stated the governor. Also in attendance were the Secretary of Public Security and Social Defense, Roberto Sá, ETICE President Francisco Barbosa, and Teltronic Brazil’s General Manager, Ricardo Floriani.

The system chosen by the Government of Ceará was Teltronic’s TETRA, recognized for its efficiency and reliability. With the delivery of new equipment, the state now has nearly 11,000 connected devices, consolidating Ceará as one of the states with the largest integrated radio communication networks for security forces in Brazil.
According to Governor Elmano, “Ceará now has the best communication network among the country’s security forces. This is essential for our forces to act in a coordinated and efficient manner in any critical situation.”
The Expansion in Numbers
The network modernization involved the delivery of various state-of-the-art equipment, including:
- 20 dispatch consoles for managing SSPDS integrated operations;
- 805 mobile radios for police vehicles;
- 918 portable radios;
- 142 radios for fixed bases;
- 400 multimode radios integrating applications like video calls and intelligence use;
- 1,100 licenses for critical communication apps for real-time monitoring.
The expanded network can handle up to 1 million calls, operating securely and encrypted 24/7. Additionally, Teltronic’s TETRA technology allows mobile devices, such as cell phones, to integrate into areas without radio coverage, offering flexibility and expanded reach.
