Private LTE in Ceará Prisons

Located in the northeastern region of Brazil, the state of Ceará has 37 prison facilities. Frequently, the Secretariat of Penitentiary Administration and Resocialization (SAP/CE) faced challenges related to false accusations of abuse by penitentiary agents, excesses in police actions, and limited integration of forces in incident management.

To overcome this situation, SAP/CE developed a project with Teltronic Brazil to expand the network coverage in use by adopting a private LTE network and body cameras for penal agents.

The Secretariat of Penitentiary Administration and Resocialization of Ceará faced difficulties in reliably recording incidents involving inmates and penal agents. This shortfall increased the risk of unjust accusations and compromised proper legal defense.

The lack of adequate infrastructure also hindered effective supervision of police actions and incident management, affecting the safety and integrity of both staff and inmates.

It was essential to find a solution that not only improved surveillance coverage but also facilitated effective coordination among various security agencies, overcoming the challenges of fragmented communication and inefficient monitoring of prison activities.
